Bolinger, H. Chait, J. Conant, L. Maule Absent: H. Minniear, T. Mulkey, S. Shure Speaking Seats: M. Green, D. Worley Guests: 1. Call to Order: K. Bolinger called the meeting to order at 1:05 PM. 2. Agenda: The agenda was adopted by consensus. a. The agenda included discussion and action on the FEBC second charge, and Spring semester meeting times and planning. 3. Minutes: L. Maule moved approval of minutes from 12-03-08, H. Chait seconded. Minutes were approved (5-0-1). 4. Old/Unfinished/Ongoing Business a. Progress on Faculty Senate Charges to the FEBC. K. Bolinger informed the FEBC that the Executive Committee of the Faculty Senate approved changes to spousal benefits. They approved benefits equal to the benefits a child of an employee currently have. b. Charge #2 - Proposed new retirement plan, possibly including “phase-in” or graduated retirement. i. FEBC had a long and detailed discussion of some possible models that ISU may adopt as new retirement plans. How these models may affect hiring and personnel decisions, as well as encouraging early retirements, were discussed. ii. M.A. Badar motioned for ISU to adopt a voluntary “phase-in” retirement program, L. Maule seconded. The motion was approved 6-0-0. 1. The Staff Benefits Office should write the policy requirements for approval by the FEBC. 5. New Business i. FEBC discussed Virgil Sheets, Chair of Faculty Senate, e-mail to K. Bolinger. Part of the e-mail reads as follows: on an assumption of a 3% pay increase (which may not materialize if the state cuts our budget further), what is the FEBC’s feelings about whether we should forgo a pay increase if it would work to protect faculty lines? Or should we give increases to some people (based on income level perhaps) and not others (senior administrators or faculty above a particular pay scale)? 1. After a long discussion the FEBC decided to focus on those charges that we can attain this year. The FEBC feels that it may not be prudent for the University to recommend salary raises during the current economic crisis. ii. Meetings for the Spring semester will be every other Monday at 10:00 AM in the College of Education, room 714. The dates for the meetings are: February 2, 16, March 2, 16, 30, and April 13, 27. 6. Upcoming Business a. Next meeting will take place Monday, February 2, 2009, in the College of Education room 714 at 10:00 AM. 7.
